470uf is connected to ground, which is also the -ve, or "Y" in the rectifier pictures.

two questions actually
* I see in the schematic there is one cap 470u-40V connected between the V+ line and chassis ground,
What is the purpose of this cap (the only one connected to ground)? The rest of the circuit is between V+ and V-
*can i connect the DC output negative to the chassis ground?
